Blown-in or batts?
Loose fill blown over the existing depth is the usual answer for a top-up, because it fills around wiring and framing that batts have to be cut around. Batts suit a small, clean, accessible attic floor or a knee wall. Spray foam is a different product at a different price, for a different reason.
Does the old insulation have to come out?
Usually not. Dry, undisturbed material with no rodent activity in it can be topped up, and the depth adds together. It comes out when it is wet, contaminated, or hiding something that has to be reached — and that removal line is what separates two quotes that looked alike.
