It overflows at the front edge. Is that a repair?
Clear it first. A trough packed with debris overflows in exactly the way a broken one does, and clearing is the cheaper visit. If it still sheets over the front after it has been cleared and the downspout flushed, then the slope, a crushed section or the outlet is the problem.
Can a seam be resealed, or does the section have to go?
A clean joint takes sealant well and holds for years. A joint already sealed twice, or one where the metal has corroded through at the lap, is a section replacement. On a long roofline a seamless run made on site removes the joints altogether, which is a large part of why it lasts here.
Should the whole line be replaced?
Rarely, and not on the evidence of one bad section. Runs fail where the water sat, which is usually one stretch under a valley or a heavy tree. Replace that stretch, and look at the whole line only if the metal is corroding in several places at once or the profile is too small for the roof above it.
