Aluminum, vinyl and stucco are not one surface

Aluminum chalks — the surface oxidises into a fine powder that nothing will stick to, so it is washed, sometimes scrubbed, and primed with a bonding primer before any topcoat. Vinyl carries a rule that is not negotiable: it expands and contracts with heat, and a colour darker than the original makes it absorb more of it and warp permanently, so paints made for vinyl are sold with a limit on how dark you may go. Stucco takes a masonry or elastomeric coating rather than an ordinary house paint, and its cracks are filled before coating rather than bridged by it. A quote that names the product for your particular wall has looked at the house. One offering two coats of exterior paint has not.

Can aluminum siding be painted?

Yes, and it usually costs far less than replacing it. The whole result is in the wash: aluminum chalks as it ages, and paint over that powder peels inside a season. It has to be cleaned back to a surface that squeaks, then primed with a bonding primer made for it.

What about vinyl siding?

It can be painted, with one constraint. Vinyl expands in heat, and a colour darker than the original absorbs more of it and can buckle the panels for good. Paints made for vinyl carry a reflectance limit for that reason, and a painter who has not raised it has not done this before.

Is power washing enough preparation?

It is the first step, not the preparation. Washing removes dirt, chalk and mildew, and the house then has to dry properly — days rather than hours on wood. Scraping, filling, sanding and priming come after, and they are what a longer quote is longer for.
